Short answer - when two populations can no longer interbreed (reproduce) because they are separate from each other (isolated). 

Longer answer - This may refer to when the two populations cannot mate or when the offspring a mating produces is not fertile or does not survive. Reproductive isolation can occur for many reasons, a few of which include living in different habitats, physical barriers between the two populations (like oceans or mountains), differences in mating rituals, and more.
